Barker was born in Gibraltar in 1960 and grew up in multiple locations because his father was in the army, eventually settling in Northamptonshire as a teenager. He began painting abstract pieces in his youth and later developed a distinctive naïve style characterised by vivid primary colours, crowded compositions, and playful details (often including at least one hidden cat).

His paintings typically show invented landscapes, seaside scenes, snow‑filled towns, firework displays, and imaginary travel‑type views, often populated with numerous small figures, vehicles, and whimsical elements. He deliberately makes his pictures “busy” so viewers notice new details on each re‑looking, aiming to evoke nostalgia and personal memories rather than strict realism.
